Johnson sat on Tom Fletcher's front porch in Inez, Ky., and declared "War on Poverty," 49 years since the Appalachian Regional Commission was formed, and 46 years since Sen. Robert F. Kennedy visited Appalachia to call attention to widespread poverty in the region.
